Charting the Future:Sustained Policy Push for Nanning's Wire and Cable Industry

Charting the Future: Nanning's Wire and Cable Industry Policies Continue to Gain Momentum

As a fundamental supporting industry for the national economy, the wire and cable sector plays a vital role in infrastructure and industrial development. As the capital city of Guangxi and a frontier for China–ASEAN open cooperation, Nanning is leveraging its geographical advantages and policy dividends to accelerate the upgrade and quality improvement of its wire and cable industry. Since 2025, Nanning and Guangxi have been intensifying efforts in quality supervision, innovation-driven development, and open collaboration, strategically shaping a new industrial landscape.

I. Current Industry Status

Nanning has developed an industrial cluster represented by the Jiangnan Industrial Park, which adheres to green and low‑carbon development principles and was recognized as a national green industrial park in 2024. The zone is home to a number of high‑tech enterprises, with products exported to multiple countries. Several new corporate projects are also advancing rapidly, steadily consolidating the industrial foundation.

II. Five Development Goals

  1. Strengthened innovation capability – Increase R&D subsidies, cultivate high‑tech enterprises and innovation platforms.

  2. Improved quality and efficiency – Rely on quality inspection institutions, refine the quality traceability system, and intensify supervisory spot checks.

  3. Elevated enterprise competitiveness – Foster chain‑leading enterprises, industry champions, and specialized and sophisticated “little giant” firms, forming a tiered development pattern.

  4. Optimized green development – Promote green factories and continue to reduce carbon emissions.

  5. Enhanced intelligent manufacturing – Advance “AI + manufacturing” and accelerate digital transformation.

III. Four Development Strategies

  • Quality first – Crack down on substandard “undersized” cables, establish industry associations, and advocate compliant operations.

  • Innovation‑driven – Focus on special cables for new energy, transportation equipment, and other sectors; implement tax incentives and encourage patent development.

  • Strengthening enterprises – Support mergers and acquisitions, implement industrial chain reinforcement and gap‑filling measures, and promote enterprises to reach scale and enter statistical reporting.

  • Open cooperation – Leverage the “proximity to ASEAN” advantage, engage with leading international companies, and jointly explore the ASEAN market.

IV. Ten Key Action Measures

  1. Strengthen science and technology innovation platforms, and build a testing and certification cluster.

  2. Develop high‑end products (new energy, specialty, and environmentally friendly cables).

  3. Cultivate backbone enterprises and strive for “little giant” status in specialized and sophisticated fields.

  4. Enhance quality and standards development, and issue implementation rules.

  5. Promote digital and intelligent transformation, and build smart factories.

  6. Reinforce and extend the industrial chain, and attract investment for supporting material projects.

  7. Support supply chain collaboration and establish demonstration supply chains.

  8. Introduce and cultivate professional talent, and promote industry‑education integration.

  9. Expand the ASEAN outreach window, and leverage the China‑ASEAN Expo to explore markets.

  10. Increase financial support, innovate inclusive financial products, and unblock financing bottlenecks.

V. Four Safeguard Measures

  • Organizational leadership – Set up a dedicated task force and coordinate efforts across multiple departments.

  • Policy guidance – Implement R&D subsidies and special support measures (taxation, land, talent).

  • Law enforcement and inspection – Strengthen the connection between administrative and criminal procedures, and sustain special rectification campaigns.

  • Coordinated services – Provide full‑cycle services for enterprises, and establish platforms for government‑bank‑enterprise coordination and technical services.
